Behavioral segmentation groups subscribers by actions: purchase history, email engagement, website activity, and content consumption. Someone who downloaded your pricing guide is in a different buying stage than someone who read a blog post.

Start with 3-5 segments and expand as your data and content capabilities grow. Over-segmentation with insufficient content to serve each segment is worse than moderate segmentation done well.
